Is it legal to create an online lottery/sweepstakes in America?

In the US, any sweepstakes requiring purchase to enter is flat-out illegal. Lotteries are pretty closely regulated, so chances are you’re out of luck there too unless you qualify under the fairly short list of entities permitted to run them (all of which usually require permits from local gaming commissions or some other similar body.)
